Are these documents legal?

Yes. Many of these documents were approved for public release by the US government. There are also out-of-print books, military handbooks and other such documents. Of course, using these documents to break the law is illegal in itself, hence a condition of reading is that they are for research and/or entertainment reading purposes only.
